The head mullah, or religious leader, in Farghamanch is very powerful and it took time to acquire his support for the school to be built. The extremely religious community is also building a madrassa for religious education. As the Obama Administration seeks the formula for turning the tide of the war in Afghanistan, some aid organizations are advocating the National Solidarity Programme, a community-based development program that has made progress in some districts, setting up local councils that propose much-needed projects such as schools, drinking water facilities and roads.
