Women in many communities in Badakhshan cover themselves with the traditional burqa when in public. Despite the province's conservative rural culture, more and more girls are attending school. As the Obama Administration seeks the formula for turning the tide of the war in Afghanistan, some aid organizations are advocating the National Solidarity Programme, a community-based development program that has made progress in some districts, setting up local councils that propose much-needed projects such as schools, drinking water facilities and roads.
