Although people's poverty is high in the village, the local mullah was at first resistant to change. The Aga Khan Foundation worked for years to earn people's trust in the village, a place seen by few outsiders. As the Obama Administration seeks the formula for turning the tide of the war in Afghanistan, some aid organizations are advocating the National Solidarity Programme, a community-based development program that has made progress in some districts, setting up local councils that propose much-needed projects such as schools, drinking water facilities and roads.
