Many remote areas in Afghanistan, especially in poorer provinces like Badakhshan, still lack enough water, electricity, schools and health clinics. As the Obama Administration seeks the formula for turning the tide of the war in Afghanistan, some aid organizations are advocating the National Solidarity Programme, a community-based development program that has made progress in some districts, setting up local councils that propose much-needed projects such as schools, drinking water facilities and roads.
