As the Obama Administration seeks the formula for turning the tide of the war in Afghanistan, some aid organizations are advocating the National Solidarity Programme, a community-based development program that has made progress in some districts, setting up local councils that propose much-needed projects such as schools, drinking water facilities and roads.
